THE SCHOOL BOARD OF CHRIST THE KING PARISH

 

BYLAWS

  1. The Parish Council of Christ the King Parish originally approved these bylaws in accordance with diocesan legislation contained in Norms of the Diocese of Nashville .   (References below to ìnormsî are made to this legislation.)

  2. The Parish Council or the pastor may amend this document.   The pastor made the amendments that constitute this revision of September 2004.   Questions concerning the interpretation of these bylaws should be referred to the pastor.

  3. The School Board of Christ the King Parish operates in accordance with Rules and Policies published by the Catholic Schools Office of the Diocese of Nashville.   By its nature, this board does not regulate the ordinary operations of the school; this task belongs by diocesan law to the principal.  

  4. Except as herein provided, the school board is not accountable to any other governing entity of the parish.   The pastor recognizes and supports the governing authority of the school board as provided in these bylaws.

  5. The rights and duties of the pastor and principal are given in Norms 45-47.   Those rights and duties are limited by the powers given to the school board in the following article.   The board should interpret this delegation of authority broadly, but if questions arise they should be submitted by the chairperson of the board or by the principal to the pastor.  

  6. The Administrator may exercise the rights and duties of the pastor as given herein or in documents referenced herein, with the following exceptions: the appointment of the school board chair, and the revision and interpretation of these bylaws. With these exceptions, matters should be referred first to the Administrator.
  7. The school board exercises the following rights and duties:
       a. To implement diocesan rules and policies, and to supervise the administration of the school in accordance with them.
       b. To consult with the pastor in the employment and evaluation of the principal.
       c. To approve all policies under which the principal and administrative officers shall operate the educational, athletic, and developmental programs, and evaluate the adequacy of these policies and the effectiveness of their implementation.
       d. To advise the pastor and director of religious education concerning religious education and formation programs, without the authority to determine policy in these matters.
       e. To determine policies, goals, and objectives relating to the curriculum, staffing, financing, facilities, planning, equipment, athletics, extra-curricular activities, after-school care, food service, fund raising activities, and development.
       f. To develop the annual budget for approval by the parish finance board and pastor; this budget shall include all aspects of the school's programs, including teacher salaries and tuition costs.
       g. To maintain a development committee to coordinate all development, fund-raising activities, and planning for improvements to the school campus.
       h. To review the budget performance of school operations, approve expenditures from designated funds in excess of an amount set by the board, and establish policies to promote school operations within the budgetary limits.
       i. To supervise athletic programs of the school through a committee as provided below in article 12.

  8. The pastor reserves the right to appoint the chairperson of the school board.   There shall be eight other members selected by the board, each for a three-year term.   A ninth member shall represent the Home & School Association for one year.

  9. The chairperson shall have the following rights and duties:
       a. To preside at all regular meetings and all special meetings of the board, and to take charge of all business brought before the board.
       b. To appoint standing or ad-hoc committees as the need requires.

  10. The board shall select one of its members to serve as its vice chairperson, with a term of office to be determined by the board, to perform all the duties of the chairperson when the chairperson is absent or unable to act, and to chair the finance committee.

  11. The board shall appoint a member to serve as its secretary for a one year term with responsibility for maintaining a written record of all actions of the board, to conduct all correspondence as directed, and to preserve all reports and documents.

  12. The chairperson in consultation with the board shall appoint at least three parishioners to serve on a standing athletic committee and shall name the chair of this committee.   If no member of the board is appointed to this committee, the chairperson of the board is an ex officio member of the committee.   The school athletic director shall serve as the liaison and staff person for this committee.   The athletic committee shall have the following rights and duties:
       a. To select, interview and recommend all coaches to the principal.
       b. To supervise and coordinate the athletic programs of the school, and to establish rules and policies for these programs.
       c. To recommend disciplinary actions to the principal, or to confer with the principal before disciplinary actions are decided in all matters involving athletic events or practices.
       d. To interpret and apply the rules and decisions of the Diocesan Athletic Commission.
       e. To report to the school board on its activities as requested by the chairperson.

  13. The school board shall meet on the second Tuesday of each month, except July, at 6:30 PM at a designated place.   Special meetings and closed sessions of the board may be called by the chairperson or by a majority of the members as needed.   The board may replace any member who is absent for more than three meetings of the board in any twelve-month period.

  14. The following Rules of Order in Norm 21 should be used for conducting meetings of the board and reaching a consensus of its members.
           • The presiding officer shall call for directed discussion.   This may proceed as follows: each member is invited to address the question; each may pass until others have spoken; no one may speak twice until all have been given the opportunity; after all have spoken, the presiding officer may attempt to formulate a consensus, with directed discussion continuing until the presiding officer has, in his or her judgment, expressed the consensus of the group and directs that the final formulation of the consensus be recorded as such in the minutes.
           • The presiding officer may permit free (non-directed) discussion until he or she is satisfied with the formulation of a consensus.
           • Any member has the right to propose that a particular meeting or portion of a meeting be conducted strictly in accordance with parliamentary procedure. Without permitting discussion of this proposal, the presiding officer will call for a vote and, with a majority consenting, use Robert's Rules of Order.
           • If any member makes a formal motion at any time during the meeting with the stated intention of invoking parliamentary procedure, the consideration of that motion and any amendments to it shall be conducted in accordance with Robert's Rules of Order.

  15. The executive committee consists of the three officers.   If necessary, this committee may be called upon for a decision without convening the entire board, and this may be achieved by telephone.   Such action must be deemed necessary and essential by the chairperson and the principal or pastor.
